The Technical Committee of the International Organization of Securities Commissions (IOSCO) has published a Consultation Report on unregulated financial markets and products. The report has identified some areas where regulation could play an important role in restoring confidence to international financial markets. The recommendations in the report are aimed at supporting investor confidence in these markets and at improving the functioning, integrity and oversight of unregulated financial markets and products. The recommendations in the report were developed by initially examining the securitisation and credit default swap markets (CDS).
A summary of the recommendations for securitisation is set out at the end of chapter 4 of the report. A summary of the recommendations for CDS is set out at the end of chapter 5 of the report.
The deadline for comments on the report is 15 June 2009. The Technical Committee of IOSCO will discuss the progress of the consultation at its meeting in June 2009.
