Despite the turbulent times in the financial services industry, the District of Columbia licensed 19 new captive insurance companies in 2008 and remains a leading alternative risk domicile with 104 captive insurers. D.C. has a diversified mix of captive insurers, including pure, agency, association, branch and risk retention groups that provide multiple lines of insurance. In addition, the new D.C. segregated captive cell law, which permits the formation of incorporated cells, has generated significant interest in the market and makes D.C. one of the most prominent captive markets in the world.
