New York Governor Andrew Cuomo (D) reportedly signed legislation (A.5318) August 17, 2011, requiring power plants, golf courses, oil and gas producers, and other large water users to obtain permits for water withdrawal. The legislation brings New York into compliance with the Great Lakes-St. Lawrence River Basin Water Resources Compact, which requires member states to regulate large water withdrawals from the Great Lakes Basin. Other businesses regulated by the legislation, which would apply to water withdrawals of 100,000 gallons or more per day, include snow-making facilities, mining operations and water bottlers.
