House Bill 2714 established a “comprehensive, convenient, and environmentally sound” recycling program for the collection, recycling and reuse of computer equipment in Texas that has reached the end of its useful life. The bill is not effective until Sept. 1, 2008. After that date, each computer sold by a manufacturer must contain a label to identify the manufacturer. The computer manufacturers must submit a recovery plan to the Texas Commission on Environmental Quality (“TCEQ”). The recovery plans must be free to consumers and convenient. Both the manufacturer and TCEQ must post the plan on their websites, and TCEQ must adopt rules for the program by May 1, 2008.
