On March 1st, 2013, the National Digital Council (Conseil national du numérique or CNNum), questioned on the issue of Net neutrality by Fleur Pellerin, deputy Minister with responsibility for Small and Medium-Sized Enterprises, Innovation and the Digital Economy, issued its Opinion on Net Neutrality (Opinion 2013-1).

In its opinion, CNNum considered that “the principle of neutrality should be recognized as a fundamental principle that is necessary to the exercise of freedom of communication and freedom of expression”. It recommended “the introduction of indicators to measure the level of neutrality of networks and services open to the public, in collaboration with political, economic and social players and regulatory authorities, including on a European level.”
