In April 2009, the UK's Office of Government Commerce published a procurement policy note recommending that contracting authorities take particular care to ensure that any contract notice published in the Official Journal of the European Union (OJEU) adequately covers the total requirement of goods, services or works likely to be purchased under the relevant contract. The policy note was published in response to an inquiry instigated by the European Commission in relation to an OJEU notice for a services contract that did not include all the services which were actually included in the final contract.
