On 18 October 2012, the Home Office laid The European Union (Croatia Accession) Bill before Parliament, which includes provisions for transitional access arrangements for Croatian nationals. Croatia is expected to join the European Union on 1 July 2013.

A number of intended transitional arrangements have been announced by the Home Office in a Statement of Intent, which will give Croatian nationals restricted access to the UK labour market. The arrangements essentially subject Croatian nationals to employment restrictions under the immigration rules in the same way that it does for non-EEA nationals.
