EPA issued a new Vessels General Permit under the Clean Water Act that will apply to an estimated 69,000 commercial vessels. See `` EPA Sets Rules for Commercial Vessels`` by Tracy Penn. The goal of the new permit is to reduce releases of 26 types of discharges from vessels operating in U.S. waters. Vessels requiring coverage obtain a permit by filing a Notice of Intent by June 19, 2009. Recreational vessels, commercial fishing vessels (regardless of length) and discharges from vessels operating other than as a means of transportation are not subject to the permit.
