The ACCC has released a position paper called "Broadband performance monitoring and reporting in the Australian context". The paper follows a consultation period in 2013 which invited comment on a possible model for a fixed broadband monitoring and reporting program that would give consumers reliable and independent information on which they could base their broadband purchase decisions.

A decision to go ahead with the proposed program has not been made and is subject to funding. The paper sets out the proposed methodology the ACCC contemplates applying to implement such a program. Should it go ahead, implementation is not expected to start before 2015.
