The Senate used Rule 14 on July 30 to move H.R. 2218, the Coal Residuals Reuse and Management Act of 2013, directly to the floor, skipping over the Senate Environment and Public Works Committee. Chairman Barbara Boxer (D-CA) commented later that day that it is unlikely the bill will receive a vote; she dismissed the Rule 14 procedure as a common practice and said it does not mean the bill will receive floor time. The House passed the bill July 25.
