On 27 July, new regulations came into force enabling EU members states to enter into joint procurement processes to acquire pandemic vaccines and other medicines as a group rather than individually.

The regulations implement EU law and allow EU-level procurement of medical countermeasures (pharmaceutical products, medical devices and other products and services) to deal with serious cross-border threats to health.

In these circumstances, the usual public procurement procedures (in Act CVIII of 2011) will not apply.
