On 1 April 2009, the draft directions referred to above will come into force and can be accessed here.

Essentially the directions cover:

  • primary care trust responsibilities on funding and commissioning medicines and treatments – PCTs must have in place arrangements for making decisions and adopting policies on healthcare interventions;
  • primary care trusts’ duties to give reasons for decisions – PCTs must give written reasons for their general policy regarding whether a healthcare intervention is to be made available, unless reasons are given on their website. An individual whose request for funding is refused must be provided with a written statement of reasons for that decision; and
  • provision of written information – each PCT must compile and publish information about arrangements for making decisions and adopting policies.

This is in accordance with good practice which we have recommended that our PCT clients follow.
