On 10 September the General Direction of Civil Aviation (DGAC) published the Mandatory Circular CO AV-55/18 (MC), which aims to establish the obligations for concessionaires and permit holders to ensure that only authorized personnel travels in the cockpit.

The MC sets forth the procedures to be followed for the control of crew access to the cockpit, as well as the hierarchy of the crew and the command succession, among others. It mainly states that no person can be admitted to the cockpit, unless it is a properly assigned crew member, authorized doctor, inspector or representative of DGAC on official duty, authorized air traffic controller, technician or maintenance personnel, pilot in training, adviser or instructor, as well as the procedures for using the jump seat and the emergency procedure of access to the cockpit. Likewise, it provides sanctions for non-compliance with these provisions.
