On 14 March 2014, the EU Council approved the revised Tobacco products Directive, which aims to harmonize the rules on the sale of tobacco products within the EU. The Directive aims to reduce smoking rates and introduces further regulation of tobacco products. Among these measures is the introduction of compulsory picture and text health warnings on tobacco products packs, which must cover 65 % of the surface of the pack. Furthermore, Member States must also ban the sale of tobacco products with a characterizing flavor, such as menthol.
