There has been an interesting mini series of decisions which make quite clear that the direction of travel is in favour of allowing neighbourhood plans the space to complete their process.

All three are in the same NP area (Hurstpierpoint in Mid Sussex) and the NP had been submitted for examination after all of the inquiries had been held. In the first decision, a call in, the Secretary of State refused permission (site not identified in the NP for housing - but other sites were), in the second, a recovered appeal was successful (these 2 sites were identfied for housing in the NP) and in a third the appeal was dismissed - this time against the Inspector's recommendation. The same Inspector heard all the inquiries.
