On September 15, 2011 the FTC published its much awaited report and proposed rule making following its 2010 review of the Children's Online Privacy Protection Act (COPPA) and related rules at 16 CFR Part 312 (COPPA Rule) and called for public comments through November 28, 2011. The proposed changes affect parental notice, parental consent mechanisms, confidentiality and security requirements and the safe harbor.
