The Missouri state legislature recently introduced an amendment to a previous bill entitled the "Missouri Global Warming Solutions Act of 2008." The ultimate goal of the bill is to design ways to limit CO2 emission levels in the state of Missouri. The first piece of the amendment deals with defining global warming terms that are referenced in the amendment. The bill would establish a greenhouse gas emissions monitoring and reporting system. The greenhouse gas emissions reduction target for the bill would be to reduce emissions to 1990 levels by 2022. With regard to carbon sequestration the bill states, "In developing its plan, the commission shall identify opportunities for emission reductions measures from all verifiable and enforceable voluntary actions, including, but not limited to, carbon sequestration projects and best management practices."
