The Council has decided to reinforce sanctions against Syria by adding several names to its asset freeze and travel ban lists and banning EU nationals and enterprises from supplying financial services to Syrian arms exports. It also reiterated its serious and deepening concerns over Iran and noted Iran is acting in flagrant violation of its international obligations. As a result, the Council has agreed additional restrictive measures in financial services, trade, energy and transport as well as making additional designations of entities involved in the oil and gas industry. Specifically, there must be no transactions at all between EU and Iranian banks unless they are for humanitarian purposes and authorised in advance.
