The federal Liberal government has unveiled its long-awaited legislation to legalize recreational use of cannabis, introducing “An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and Other Acts” in the House of Commons of Canada on Thursday, April 13, 2017. The legislation establishes a strict legal framework for the production, sale, distribution and possession of cannabis. The primary purpose of the Act is expressed to be the protection of public health and safety, and, in particular, among other things, to protect the health of young persons by restricting their access to cannabis, to deter illicit activities in relation to cannabis by appropriate sanctions and enforcement means, to provide access to a quality-controlled supply of cannabis, and to promote public awareness of health risks related to cannabis use.
