On September 26, 2014 the Ministry of Internal Affairs of Ukraine approved the "Procedure for Issuing Certificates confirming the location of citizens who reside in the temporarily occupied territory or have moved from it," which came into effect on October 17, 2014.8
Such certificates are issued by territorial subdivisions of the State Migration Service at the place of citizens’ application.
To obtain a certificate, persons should file written applications in the established form and passports (or other documents confirming the registration of their place of residence). Applications should contain the applicant’s full name and birthday; residence address in the temporarily occupied territory; details of the passport or other document with the registration of residence; complete mailing address for official correspondence with the applicant.
Certificates should be issued in the day of application.
