FinCEN proposes customer identification and AML programs, as well as beneficial ownership requirements for some banks. FinCEN announced that, in an effort to ensure consistent Bank Secrecy Act coverage across the banking industry, it has proposed to require banks lacking a federal functional regulator to establish and implement anti-money laundering programs. FinCEN also proposed to extend customer identification program requirements and beneficial ownership requirements to those banks not already subject to these requirements.
