On April 16, 2007, Colorado Governor Bill Ritter signed two executive orders pertaining to the “greening of state government.” These orders establish specific goals for energy and resource use reduction by fiscal year 2011–2012, including a 25 percent reduction in volumetric petroleum consumption by state vehicles, a 20 percent reduction in the energy consumption of state facilities, a 20 percent reduction in paper use, and a 10 percent reduction in water use. The orders also create a Greening Government Manager within the Governor’s Office of Energy, who will implement a management system to track energy efficiency and will assist state departments in achieving their energy reduction goals
