On January 6th, 2020, the Organic Law of the Federal Center for Conciliation and Labor Registration (“CFCRL” for its acronym in Spanish) was published in the Official Gazette of the Federation, which will come into effect the day after its publication and sets forth regulations regarding the integration and operation of the decentralized federal public agency, as well as its attributions, among which the following stand out:
A) To substantiate the conciliation procedure that must be followed by workers and employers in both individual and collective matters of the federal order.
B) Registration of all Collective Bargaining Agreements (CBA), Mandatory CBA, Internal Work Regulations and Union organizations, nationwide, as well as all the related administrative processes (The procedure to legitimize the CBA will be carried out by the CFCRL as soon as it commences its registration functions and issues the corresponding Protocol).
C) Imposition of the corresponding fines for non-compliance with the provisions of the Federal Labor Law, in accordance with applicable regulations.
