On October 27th, the SEC provided notice of NASDAQ OMX PHLX's proposal to amend Exchange Rule 501 (Specialist Appointment), Rule 506 (Allocation Application), Rule 507 (Application for Approval as an SQT or RSQT and Assignment in Options), Rule 1014 (Obligations and Restrictions Applicable to Specialists and Registered Options Traders), and Rule 1020 (Registration and Functions of Options Specialists), to allow certain exchange members to act as option specialists that are not physically present on the option trading floor. The exchange also proposes to amend Options Floor Procedure Advices A-7 (Responsibility to Cancel), A-10 (Specialist Trading With Book), B-3 (Trading Requirements), and E-1 (Required Staffing of Options Floor), to conform them with the proposed rule changes.
