The Kentucky Governor’s Office of the State Budget Director (“OSBD”) issued a request for proposals (“RFP”) on April 6, 2017, for “services of a legal advisor(s) with experience and knowledge about taxation by state, local, special district, and other municipal enti[ti]es in the United States,” with a particular interest in those with experience in Kentucky taxation issues. The RFP emphasizes experience in determining the “Constitutionality and/or legality of any state or local taxes that might be considered.”
The OSBD seeks assistance with research and development of tax reform options. The vendor awarded the contract will research various issues, including the Kentucky Constitution, federal, state and local laws, and any additional information that could be informative of potential tax reforms. The vendor will meet with OSBD weekly to inform them of updates in research and will provide regular reports analyzing the options for reform of various state and local laws.
The deadline for submission is April 19, 2017 at 12:00 p.m. This indicates that tax reform is moving ahead in Kentucky.
