The Independent Commission on Banking which is chaired by Sir John Vickers has published an issues paper which includes a call for evidence. The paper invites views on some basic questions that the Commission's recommendations will address in due course. The paper floats a number of reform options relating to the structure of banks including:

  • separation of retail and investment banking;
  • narrow banking and limited purpose banking;
  • limits on proprietary trading and investing;
  • contingent capital; and
  • structure-related surcharges.
