Following four days of hearings and a number of objections from both sides of the aisle, it appears that the Waxman/Markey Subcommittee markup scheduled for this week will, at the very least, be delayed. The markup will either be held next week or potentially cancelled. If cancelled, the bill would move directly to full committee markup during the week of May 11. Rep. Rick Boucher (D-VA), one of the moderate Democrats still undecided on the bill, sent four pages of recommended changes to Energy & Commerce Chairman Waxman and Energy and Environment Subcommittee Chairman Markey. Recommendations include allowance allocations, adjustments to the timeline and targets of emissions reductions, changes to offset provisions and additional performance standards for new coal plants, among other issues.
