Russia’s Federal Antimonopoly Service (FAS) fined Russian Railways €55.4 million even though an appeals court found the company did not breach competition law.  FAS had alleged that Russian Railways, which has a state-granted monopoly over Russia’s railway network, abused its dominant position in the freight transportation market.  Before FAS issued the penalty Russian Railways successfully obtained a Court ruling that its price and capacity policies complied with Russian regulation.  FAS filed a further appeal and in the meantime imposed the fine, which Russian Railways argues is unjustified.  FAS and Russian Railways have a long history of antitrust disputes.
