• On January 31, 2013, a group of competitive local exchange carriers (CLECs) filed a petition with the Massachusetts Department of Telecommunications and Cable (MDTC) seeking an order requiring Verizon New England, Inc. to file an interconnection agreement (ICA) that it executed last year for IP interconnection. The CLECs, which include EarthLink Business LLC, Cbeyond Communications LLC, and tw data services llc, base their petition on Verizon’s February 2012 comments to the FCC stating that it had entered into an IP-to-IP ICA with another carrier for FiOS digital voice VoIP traffic. The CLECs argue that Verizon is required to file the agreement with MDTC for review and approval under Section 252(a)(1) and 252(e)(2) of the Telecommunications Act of 1996, for a ruling as to whether the ICA meets the criteria of nondiscrimination and consistency with the public interest. The CLECs also argue that “having an opportunity to evaluate this agreement and adopt it if appropriate would also greatly reduce negotiation costs and facilitate the development of IP-to-IP interconnection agreements more generally.” Docket No. Pending.
