On 28 November 2015, Russian President Vladimir Putin signed an Executive Order imposing sanctions on Turkey, in response to the dispute over the shooting down of a Russian warplane close to the Syrian-Turkish border.

The Executive Order, which came into immediate effect, bans certain unspecified Turkish goods, extensions of labour contracts for Turkish people working in Russia from 1 January 2016, charter flights from Russia to Turkey, the sale of package holidays in Turkey by Russian tour operators, and visa-free travel between Russia and Turkey. The Executive Order also increases control over Turkish air carriers in Russia.
