After hearing reports that employers in the retail and food service industries were "distributing wages solely through payroll cards," the Consumer Financial Protection Bureau (CFPB) published a bulletin reminding all employers that federal law prohibits requiring employees to "receive wages on a payroll card," an agency press release said. States generally govern "which alternative methods employers must offer," but federal law does contain some consumer protection provisions for payroll cards, including disclosure of fees, access to account history, limited liability for unauthorized use, and error resolution rights.
