The Housing Minister Grant Shapps has laid down regulation to bring Houses in Multiple Occupation within the remit of the permitted development rights such that (except for those local authorities which make specific designations excluding permitted development rights) permission to change from a C3 house to a C4 HMO will be automatically granted.

The legal requirements in relation to the registration of HMOs are complicated and expensive and where properties are likely to be affected by HMO issues legal advice should be sought early to avoid any pitfalls and unnecessary costs.
