The European Commission (Commission) has approved €800 million in public funding for the Spanish textile sector (Decision C 52/2007). The aid will fund a programme of measures covering the promotion of technical research, reindustrialisation, innovation, export, training and maintenance of aged workers. The programme has been in effect since 2006 and was not notified to the Commission. An investigation was opened in November 2007. Having reviewed the measures, the Commission has concluded that they are compliant with EC State aid rules. The Spanish authorities were able to demonstrate that aid to individual companies was well within the de minimis threshold of €200,000 over three years and that training aid was within the scope of the EU Training Aid Regulation and General Block Exemption. The aid given to assist aged workers benefited very small companies and had a very limited impact on the market
