The Complaints Commissioner has upheld a complaint about delivery of a courier package relating to an enforcement investigation from it to a private residence after 9.00pm. The complainant alleged the delivery breached standards of privacy and human rights. FSA explained why it was necessary to send hard copy documents on that day, but the Commissioner nevertheless upheld the complaint and ordered FSA to apologise, make an ex gratia payment and review its policies on evening deliveries.
