The market for home buying and selling services is to be investigated by the Office of Fair Trading (OFT), following two months of discussions with interested parties upon the scope of the inquiry. The OFT will focus on: (i) price and quality competition between service providers (i.e. estate agents); (ii) the prospects for entry for new business models, including internet-based models; (iii) whether the existing regulatory framework provides the right balance between protecting consumers and ensuring that the market remains competitive and innovative; and (iv) the relationships between estate agents and other service providers, such as mortgage brokers, surveyors and solicitors.
