The Senior President of Tribunals has launched a consultation seeking views on whether some information rights tribunal cases should be determined by a judge alone, without the presence of two lay members. The consultation proposes a change in the composition of the panel in the First Tier Tribunal in a “small number of appeals” which could be disposed of more “swiftly and proportionately” by a judge alone. Lay members would continue to sit on panels in the “vast majority of cases”. The consultation is open until on 3 October 2014.
