The Crown Commercial Service (CCS) has published a revised set of core PQQ questions, which replaces with immediate effect the version previously published via PPN 01/12.
PPN 08/14 is binding on all Central Government Departments, including Executive Agencies and Non Departmental Public Bodies; however CCS strongly recommends that other contracting authorities also adopt use of the core PQQ questions where appropriate.
The main changes include new questions relating to:
- assessing past performance when considering reliability (PPN 09/12: Taking Account of Bidders' Past Performance refers); and
- bidder's tax compliance (PPN: 03/14: Promoting Tax Compliance refers).
CCS intends to introduce a new approach to assessing bidder suitability upon transposition of the new procurement directive (2014/24/EU).
