Under the Lobbying Disclosure Act of 1995 (LDA), as amended by the Honest Leadership and Open Government Act of 2007 (HLOGA), individual lobbyists and lobbying entities registered under the LDA must, on a semi-annual basis, file with the Clerk of the House and the Secretary of the Senate a report disclosing certain contributions, such as political contributions and honorary donations, contributions, and expense payments. In addition, every individual lobbyist must certify that he or she has read and understands and will comply with the House and Senate gift rules.
On June 30, 2008, congressional officials released the new form LD-203 and accompanying instructions for reporting contributions. On July 16, 2008, congressional officials released revised guidance that clarifies what contributions individual lobbyists and registered lobbying entities must disclose on their form LD-203.
The deadline for filing the semi-annual report for the period beginning January 1, 2008, and ending June 30, 2008, is fast approaching. The report is due on July 30, 2008.
