On 28 November 2007, the European Commission announced that it has decided to impose fines totaling EUR486.9 million on four companies (Asahi, Guardian, Pilkington and Saint-Gobain) for breaching Article 81(1) of the EC Treaty by coordinating price increases and other commercial conditions for deliveries of flat glass in the European Economic Area. This is the second case in which the Commission has applied its 2006 Fining Guidelines.
