On 4 July 2013, the FCA issued a Final Notice imposing a financial penalty of £2,834,700 (Stage 1: 30% discount) on insurance intermediary PAS for breaches of Principles 3 and 6. The FCA determined that in administering phone insurance products for Phones 4u, PAS breached Principle 3 by failing to put in place adequate complaint handling procedures and for failing to remedy any recurring or systematic issues. PAS was found to have breached Principle 6 as it had failed to investigate or identify the root-cause of complaints, and on occasion wrongly rejected complaints regarding mis-selling.
