In October, the NHS Confederation published a briefing note on Joint personal budgets: a new solution to the problem of integrated care?

It flags a “dual carriageway” approach adopted by some of the pilot areas as a way of getting the benefits of joint personal budgets with a minimum of disruptive organisational change.

It suggests that continuing healthcare is an ideal testbed in which to develop this concept but lists six issues that would have to be considered.

There is also a flow chart at Figure 1 showing the model in practice.
