• The ACCC released a discussion paper regarding four measures developed by Telstra to provide appropriate protections to consumers and competition during the migration from Telstra’s copper and HFC networks to the NBN.
  • The ACCC released the first consultation paper on the Special Access Undertaking (SAU) lodged by NBN Co on 28 September 2012.  The SAU, if accepted by the ACCC, will be a key part of the framework governing the price and other terms upon which NBN Co will supply services over its fibre, wireless and satellite networks to telecommunications companies.  It will also build upon the role of the ACCC in resolving disputes between NBN Co and its customers.
  • The ACCC published a list setting out points of interconnection (POIs) to the NBN (ie the locations where retail services providers can connect to the NBN to provide services to their customers) as required under section 151DB of the Competition and Consumer Act 2010.  Following a public consultation process undertaken in 2010-2011, the ACCC and NBN Co agreed on the location of 121 points of interconnection.  Since then, NBN Co has confirmed that 111 POIs would be located in Telstra exchanges while NBN Co will build its own facilities at the remaining ten POI locations.
