From 7 April 2014, the State Border Guard of Ukraine has begun inspecting the compliance by Russian citizens of the requirements regarding the period of stay in Ukraine set by the Procedure for Extension of Stay and Extension or Reduction of the Period of Temporary Stay of Foreign Nationals and Stateless Persons on the Territory of Ukraine approved by Resolution No. 150 of the Cabinet of Ministers of Ukraine dated 15 January 2012 (the "Procedure").

This decision was made in response to the similar limitations set by the Russian Federation with respect to Ukrainian citizens from 1 January 2014.

From 7 April 2014, citizens of the Russian Federation are subject to general rules set by the Procedure; this means that Russian citizens who entered Ukraine on legal grounds may temporarily stay on the territory of Ukraine for not more than 90 days within 180 days from the date of the first entry.

If the failure by a Russian citizen to comply with the requirements regarding the period of stay on the territory of Ukraine is revealed at the time of their entry into Ukraine, the State Border Guard of Ukraine will deny entry, and if the failure is revealed at the time of their departure from Ukraine, the State Border Guard Service of Ukraine will impose an administrative fine.

Russian citizens can solve this issue by receiving a temporary residence permit (e.g., in case of official employment in Ukraine) or a permanent residence permit.

This Procedure shall not apply to Russian citizens that will cross the border under the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on the Procedure for Crossing the Ukrainian-Russian State Border by Residents of Frontier Regions of Ukraine and the Russian Federation dated 1 December 2011.
