The Commission has commenced a formal investigation following a complaint in September 2006 that measures granted by the Local Government of Aland in Finland amount to state aid. The investigation will examine whether or not equity capital and credit guarantees granted to Alands Industrihus Ab (AI) between 1997 and 2006 were in accordance with the private market economy investor principle. AI is a publicly owned commercial property company whose main activities involve construction, ownership and rental of industrial and commercial buildings on the Aland Islands. The equity capital and credit guarantees were largely used to construct the iTiden complex and an aircraft hangar. If AI would not have been able to obtain similar financing on the open market then the Government measures will be deemed to be state aid.
