On 31 October 2007, the Competition Commission (CC) published provisional findings in its ongoing investigation into the groceries market. The CC’s report outlines a number of features in the market that have an adverse effect on competition. The high level of concentration in some local areas and land issues (such as planning regulations and restrictive covenants) suggests that competition may not be effective in those areas. Furthermore, a number of retailers were transferring excessive risk and unexpected costs onto suppliers, and this had limited the opportunity for suppliers to invest and innovate. The CC will accept comments on suggested remedies from interested parties, as part of the consultation into the provisional findings, before reaching its final decision
