• On March 7, 2011, Verizon and the Voice on the Net Coalition (VON) filed comments with the Iowa Utilities Board expressing their “vigorous disagreement” with the Office of Consumer Advocate’s legal analysis in a complaint brought by MCC Telephony of Iowa LLC and MCC Iowa LLC, d/b/a Mediacom, against Connexion Technologies and Primecast. Mediacom alleges that Connexion had entered into exclusive contracts with the owners of four multiple dwelling units and is unlawfully demanding that Mediacom stop providing service to those properties. In recent comments filed with the IUB, the OCA stated that Connexion appears to own the connections to the properties, and leases it out to VoIP service providers. The OCA urged the IUB to assert jurisdiction over such arrangements to protect the residents from service disruptions. Verizon and Von, however, stated that they are concerned that the OCA’s comments could be construed as urging the IUB to impose “utility-type regulation on all ‘fixed’ VoIP providers.” Verizon and VON therefore requested that “any final order in this docket explicitly state that it applies only to the parties to the complaint and is based on the specific facts presented and argument made by these parties.” Docket FCU-2010-0015.
  • On March 9, 2011, Easy Telephone Services Company d/b/a as manhole.com filed a petition with the Florida Public Service Commission to arbitrate an interconnection agreement (ICA) dispute with AT&T. Easy Telephone alleges that it entered into negotiations with AT&T to replace the companies’ expired ICA with a new provision that would allow Easy Telephone to withhold disputed amounts while the issue was resolved. Easy Telephone asserts that AT&T would not agree to these terms when the companies still had charges totaling $1.6 million in dispute. Easy Telephone stated in its petition that “[t]hey have simply tried to force Easy to pay this amount based on the fact that the old/expired ICA did not allow Easy to withhold on disputed amounts,” and asked the Commission to mediate its request for a “more even-handed” ICA with AT&T.
