As reported in the last GEAR, EPA Administrator Lisa Jackson announced that a formal "endangerment finding" (which would trigger federal regulations on greenhouse gas emissions such as carbon dioxide) would probably "happen in the next months." Along with the endangerment finding, she said the agency would also formally declare carbon dioxide a dangerous pollutant. A formal endangerment finding would obligate the agency to regulate greenhouse gas pollution under the Clean Air Act - even if Congress chooses not to pass a climate change bill.
