During its 13th panel meeting on December 5th, 2016, the Central Leading Group for the Comprehensive Intensification of Reform passed the Comprehensive Plan for the Pilot Reform of the Integrated Management of Intellectual Property.

The Central Leading Group stressed that the execution of the pilot reform must promote the innovative development of patent, trademark and copyrights. Its goals are to complete the chain of IP creation, application, protection, management and services, and to establish an efficient system for the integrated management of IP rights. This initiative will result in a public IP services system that is beneficial and convenient for citizens, and it will explore the creation of an IP operating mechanism to promote innovative development. The ultimate goal is to form an efficient mechanism that includes defined rights boundaries, a reasonable division of labor and the integration of authority and responsibility.
