As discussed in the last issue of the  Air Quality Letter, the Louisville  Metro  Air  Pollution  Control District (LMAPCD) Permitting Section was reorganized, with hopes of quicker processing of permit applications and renewals.

This effort appears to be succeeding. During the period from June 13, 2014, until July 17, 2014, 10 separate legal notices of draft permits were issued by the agency. This development is positive both for industry, which often needs quick turnaround on construction permits, as well for EPA, which had criticized the LMAPCD for its backlog of Title V Permit renewals.
