The U.S. Environmental Protection Agency (EPA) recently released a new tool through its State and Local Climate and Energy Program that estimates the emissions benefits of energy efficiency and renewable energy (EE/RE) policies and programs. The number of states with such policies continues to grow, but "quantifying the emissions impacts of these policies and programs can be challenging." The free AVoided Emissions and GeneRation Tool (AVERT) enables non-expert users to utilize publicly available information to easily "evaluate county-level emissions displaced at electric plants by EE/RE policies and programs." Such a tool could be useful for Ohio, where the fate and value of the state's renewable energy and energy efficiency programs is currently the topic of heated debate (See our March 28, 2014, blog post for more information).
